Cameroon announces mandatory electronic invoicing in its 2026 Finance Law
The Ministry of Finance, through the Circular on the execution of the Finance Law for 2026, confirms the establishment of a real-time taxation regime based on the compulsory use of electronic invoicing solutions.
A real-time VAT e-invoicing model
The Circular states that:
- A real-time taxation regime is created for the immediate and automatic collection of taxes, duties, and charges.
- The system will be based on the mandatory use of electronic invoicing solutions.
- The tax authority must approve and finalise the technical systems required to operationalise the regime.
This signals a structural shift in Cameroon’s tax control approach — from post-filing audit to transaction-level visibility – replicating global e-invoicing mandates.
Although framework details, timelines, and technical specifications have not yet been published, the reference to “real-time” and “automatic collection” strongly suggests a move toward a continuous transaction control (CTC) environment, potentially involving:
- Tax authority platform validation or approval
- Structured invoice data transmission
- Integrated tax calculation mechanisms
- Automated tax reporting at source
2024 Digital Accounting tracking obligations
This 2026 announcement builds on Article M 8 a of the 2024 Finance Law, which introduced mandatory electronic tracking of invoicing and production for targeted companies.
Scope of the 2024 obligation applies to:
Sector-based companies:
- ICT and online commerce
- Electricity
- Insurance
- Beverages
- Oilseed products
- Games of chance
- Entertainment
- Digital bouquet services
Large Taxpayers (DGE):
- Annual turnover ≥ 3 billion FCFA
- Banking, upstream oil, mobile telephony, and mining (regardless of turnover)
Core Requirements (2024 Law)
Upstream – Production Monitoring
- Electronic tracking of manufacturing processes
- Monitoring of production volumes
- Recording cost of production
Downstream – Invoicing
- Maintain invoices in electronic form
- Receive invoices electronically
- Ensure digital traceability of transactions
The 2024 measures were best interpreted as mandatory digital accounting and invoice record-keeping, rather than a formal e-invoicing clearance regime.
