Launch of VAT e-invoicing and fiscal devices 2024
The central African state of the Democratic Republic of Congo (formerly Zaire) has launched the first phase mandatory VAT e-invoicing and fiscal devices (cash registers) on 15th September 2024. The aim is to curb Value Added Tax fraud and evasion.
This launch is for a first wave of the largest taxpayers.
The initiative was announced by by Prime Minister Jean-Michel Sama Lukonde on 16 December 2023, The Directorate General of Taxes confirmed a September launch on 5 October.
By implementing the standardised electronic invoice and electronic tax systems, the DRC hopes to stimulate economic growth and strengthen tax justice by improving revenue collection and reducing tax evasion. This reform will also broaden the country’s budget base, allowing the government to invest more in key sectors of the economy.
The new regime includes two elements:
- e-MCF integration of existing invoicing systems to the government; and
- eUF fiscal devices (Point of Sale etc) for all other taxpayers.
