EU grants derogation for rise in threshold to reduce administrative burden for small taxpayers and authorities
Hungary has been given permission by the EU to raise its VAT registration threshold from the Forint equivalent of €48,000 to €71,500 per annum. This would be one of the EU’s highest thresholds following recent rises from Italy , Czech Republic and Sweden.
Hungary estimates this will lift 35,000 businesses out of the tax net, but will only reduce its revenues by HUF 15 billion or 0.05% total VAT take.

The rise comes as Hungarian VAT is around 25% (March 2023), and so the threshold rise effect will be partially diluted by rising prices.
Under the EU VAT Directive (Article 287), member states may only set a threshold of €35,000. But may seek permission from the European Commission and Council to temporarily exceed this on application – which is usually forthcoming.
Permission has been granted until 31 December 2024. From 1 January 2025, new EU VAT registration threshold rules will apply.
The current threshold of HUF 12 million was set in January 2019.
This threshold only applies to resident businesses. Foreign businesses providing taxable supplies in Hungary have no VAT registration threshold.
