Liberia opens VAT registrations ahead of January 2027 launch
The Liberian government has announced taxpayer registrations are to open from 1 July 2026 ahead of the planned 18% Value Added Tax 1 January 2027 go-live date.
President Joseph Boakai reaffirmed in January 2026 that Liberia will replace its existing Goods and Services Tax (GST) system with a full VAT regime from the start of 2027. The standard VAT rate is expected to be set at 18%.
The Liberia Revenue Authority (LRA) in June 2026 confirmed that the implementing legislation has now been completed and preparations are accelerating across its Department of Domestic Tax.
The move will align Liberia with other members of the Economic Community of West African States (ECOWAS), making it the final member state to adopt a VAT system under the regional integration programme. Liberia first committed to introducing VAT through a memorandum of understanding signed with the ECOWAS Commission in 2009.
Phased GST rise ahead of VAT adoption
As part of the transition, Liberia increased its GST rate from 12% to 13% from 1 May 2026. The increase is viewed as a preparatory step towards the planned 18% VAT rate.
Unlike the current GST regime, VAT will permit businesses to recover input tax on purchases. This should reduce tax cascading throughout supply chains and support investment, manufacturing and economic growth. Under the current GST system, no credit is available for tax incurred by businesses, resulting in embedded tax costs.
Businesses operating in Liberia should begin assessing the impact of the new regime, including ERP system readiness, invoicing requirements, VAT registration obligations and input tax recovery processes ahead of the July 2026 registration phase.
